Presidium Pusat Himpunan Mahasiswa Buddhis Indonesia (PP HIKMAHBUDHI) masa bakti 2018-2020 pada Senin, 28 Januari 2019 sowan dengan tokoh nasional Prof. Dr. Jimly Asshiddiqie, SH. Pada kesempatan tersebut, PP HIKMAHBUDHI di wakili Sekretaris Jenderal, Bebin Adi Dharma.

Hikmahbudhi menggelar serangkaian silaturahmi dengan tokoh-tokoh nasional dalam rangka ikut menghimbau rakyat agar perhelatan politik Pemilu 2019 berjalan dengan aman dan damai tanpa isi sara, politik identitas, ujaran kebencian dll.

Di ketahui, Prof. Dr. Jimly Asshiddiqie, S.H. (lahir di Palembang, Sumatera Selatan, 17 April 1956; umur 62 tahun) adalah akademisi Indonesia yang pernah menjabat sebagai anggota Dewan Pertimbangan Presiden pada tahun 2010. Sejak Juni 2012, ia dipercaya sebagai Ketua Dewan Kehormatan Penyelenggara Pemilu (DKPP) dari lembaga yang sebelumnya bernama Dewan kehormatan KPU yang juga ia pimpin pada tahun 2009 dan 2010.

DKPP ini ia perkenalkan sebagai lembaga peradilan etika pertama dalam sejarah, bukan hanya di Indonesia tetapi juga di dunia. Sebelumnya ia merupakan pendiri dan menjabat sebagai Ketua Mahkamah Konstitusi pertama (2003–2008) dan diakui sebagai peletak dasar bagi perkembangan gagasan modernisasi peradilan di Indonesia. Ia meraih gelar sarjana hukum dari Universitas Indonesia (UI) pada 1982, kemudian menyelesaikan jenjang pendidikan S2-nya di perguruan tinggi yang sama pada 1987.

Sebagai akademisi, ia dikenal sangat produktif. Sampai sekarang buku karya ilmiahnya yang diterbitkan sudah lebih dari 43 judul dan ratusan makalah yang tersebar di pelbagai media dan disampaikan di pelbagai forum. Banyak ide baru yang ia tuangkan dalam buku, seperti dalam buku “Green Constitution”, “Konstitusi Ekonomi”, “Konstitusi Sosial”, “Peradilan Etik dan Etika Konstitusi”, dan lain-lain.

Gelar doktor disandangnya dari Universitas Indonesia pada 1990 dan Van Vollenhoven Institute, serta Rechts-faculteit, Universiteit Leiden, program doctor by research dalam ilmu hukum (1990). Pada tahun 1998, Jimly memperoleh gelar Guru Besar ilmu Hukum Tata Negara FHUI.

Pada masa Presiden Soeharto, Jimly pernah menjabat Staf Ahli Menteri Pendidikan (1993-1998) dan kemudian diangkat menjadi Asisten Wakil Presiden RI B.J. Habibie. Pada masa Presiden Abdurrahman Wahid dan Presiden Megawati, ia kembali menjadi guru besar FHUI dan kemudian dipercaya menjadi Penasihat Ahli Menteri Perindustrian dan perdagangan (2001-2003), Tim Ahli PAH I BP-MPR (2001-2002) dan Penasihat Ahli Setjen MPR-RI dalam rangka Perubahan UUD 1945 (2002-2003).

Sebelumnya, ketika Presiden B.J. Habibie membentuk Tim Nasional Reformasi Menuju Masyarakat Madani pada tahun 1998. Jimly dipercaya menjadi Ketua Kelompok Reformasi Hukum sedangkan Soesilo Bambang Yudhoyono sebagai Ketua Kelompok Kerja Reformasi Politik. Selain menyiapkan pelbagai bahan untuk RUU, pokja juga ditugasi untuk melakukan kajian Perubahan UUD 1945 dan kemungkinan Sistem Pemilihan Presiden secara langsung oleh rakyat.

Di saat genting pasca mundurnya Presiden Soeharto dan B.J. Habibie menjadi Presiden, ia dipercaya menjadi Sekretaris Dewan Penegakan Keamanan dan Sistem Hukum yang langsung diketuai oleh Presiden dengan Ketua Harian Menkopolkam.

Jimly banyak terlibat dalam perancangan UU bidang politik dan hukum, dan terakhir ia aktif sebagai penasihat Pemerintah dalam penyusunan RUU tentang Mahkamah Konstitusi. Setelah RUU mendapat persetujuan bersama tanggal 13 Agustus 2003, ia dipilih oleh DPR menjadi hakim konstitusi generasi pertama pada tanggal 15 Agustus 2003, dan kemudian terpilih menjadi Ketua pada tanggal 19 Agustus 2003.

Ia dipercaya memimpin MK selama 2 periode (2003-2006, dan 2006-2008). Setelah masa tugasnya selesai, sampai masa pendaftaran ditutup oleh DPR, ia tidak mencalonkan diri kembali sebagai hakim konstitusi. Namun, atas desakan semua partai, ia akhirnya bersedia meskipun untuk itu masa pendaftaran calon hakim terpaksa diperpanjang untuk kemudian dilantikan kembali menjadi hakim konstitusi.

Namun, setelah pelantikan dan kemudian diadakan pemilihan Ketua, Jimly tidak terpilih sebagai Ketua untuk periode ketiga. Ia digantikan hakim baru, yaitu Mahfud MD yang berhenti dari DPR untuk mengabdi menjadi hakim konstitusi. Setelah beberapa bulan kemudian, Jimly mengundurkan diri dari jabatan hakim konstitusi dan mulai sejak 1 Desember 2008 tidak lagi berstatus sebagai hakim.

Ia merasa telah selesai melaksanakan tugas sejarah dalam membangun dan mengokohkan keberadaan Mahkamah Konstitusi Republik Indonesia sebagai lembaga peradilan yang modern dan tepercaya. Bahkan Ketua yang baru sudah terpilih sebagaimana mestinya untuk meneruskan estafet tugas konstitusional mengawal konstitusi.

Banyak kritik yang dilontarkan atas pengunduran dirinya itu dari para anggota DPR. Namun, Pemerintah sangat menghargai jasa-jasanya dalam membangun lembaga Mahkamah Konstitusi dengan baik. Untuk itu pada bulan Agustus 2009, ia dianugerahi oleh Presiden, Bintang Mahaputera Adipradana.

Sesudah tidak lagi sebagai hakim, ia pernah dipercaya menjadi Ketua Panitia Seleksi Penasihat KPK (2009) dan Ketua Dewan Kehormatan Komisi Pemilihan Umum (2009-2010). Selain itu, ia juga diangkat menjadi Anggota Dewan Pertimbangan Presiden(Wantimpres) Bidang Hukum dan Ketatanegaraan sampai kemudian mencalonkan diri sebagai calon Ketua KPK.

Ia juga aktif menjadi Penasihat Komisi Nasional Hak Asasi Manusia (2009-sekarang). dan sejak 2013-2018 menjadi Ketua Dewan Penasihat. Aktivitas organisasinya, ia pernah aktif di organisasi kepemudaan Pelajar Islam Indonesia (PII).

Sekarang di samping mengajar, Jimly aktif mendirikan sekolah kepemimpinan politik dan hukum yang diberi nama “Jimly School of Law and Government” (JSLG) sambil terus mengabdi kepada negara melalui pelbagai jabatan. Terakhir ia menjabat Ketua Dewan Kehormatan Pemilu (DKPP), Ketua Dewan Penasihat KOMNASHAM, dan anggota Dewan Gelar dan Tanda Kehormatan (DGTK-RI).
